Scope

• Once DEVPROD-31836 is resolved, publish images to ECR with dependencies already installed.
• Update Earthly tasks to use published ECR Images.

Alternative

• Add a retrying-with-delay mechanism to Earthly tasks. This may be preferable to avoid having diverging environments (Earthfile encodes dependencies in codebase, which may diverge from what is published in ECR).

Background

Earthly tasks often fail with network errors building their environments (example failure). I expect using ECR images with dependencies already installed will improve task reliability.
