Description

DOCS-13972 incorporated clean shutdown requirements into downgrade documentation but seems to have done so as instructions within each individual step.

As in SERVER-54725, this instruction is unfortunately easy to overlook or to assume is not required.

Can we please emphasize this at as a top level requirement or pre-requisite in the same way we do in our upgrade documentation (see this example)?
