Document --noIndexBuildRetry option

When mongod starts up, if it detects that it crashed in the middle of an index build, it'll try again to build the index on startup. Theoretically, the index build could be causing it to crash or we might have killed the mongod to prevent the index build from finishing, so --noIndexBuildRetry prevents this behavior.
