    Description

      As a server engineer,
      I want to see the change points on the trend charts for each task,
      so that I can see the past points where performance has changed greatly.

      AC:

      • Change points show up on the graphs on the task page in Spruce
      • Add change point retrieval to performance monitoring backend service
