      Description

      Original bug description: Empty streams prevent poplar metrics data from flushing to disk

      If there are two streams registered to a collector, and one stream writes data while the second stream writes nothing, then when the streams are closed poplar doesn't flush the collectors to disk, and also doesn't return any error.

      This is likely related to the fact that each stream is only associated with a collector when the first event is received.
