      NODE-4131 Description
      Starting with https://github.com/microsoft/TypeScript/pull/48366 we'll no longer be able to assing unconstraint type parameters to constraint type paramaters.

      The current declaration of `watch` breaks e.g. https://github.com/DefinitelyTyped/DefinitelyTyped/pull/59560
