No DB reconnection after network failure - Regression from 2.1.21

      tested on Windows, against a Mongodb 3.0.12. Saw the same issue on a cloud-based node environment (probably linux)

      Same issue as NODE-709: the driver does not reconnect to the database after network connection goes down, and get back up.

      Was fixed in 2.1.21, does not work in 2.2.5. I checked with 2.2.0, it does not work either.

      I tested using the same test as in NODE-709, still works for me with 2.1.21, and does not with 2.2.5 nor 2.2.0.
