      Create metrics to track sealing related behaviour. Ideas include seal latency, time till the next segment becomes writeable (OTel historgrams), failed seal counter, CMS retry counter, crash and reload checkpoint counter, INVALID_START_LSN on cold startup. (metric builder counters_

      These metrics will help us in debugging and overall observability of the system, as well as provide the basis for the Grafana dashboard.
