ReplicaSetMonitor shutdowns should synchronize with NetworkInterface shutdown

      We currently shutdown RSMs first and then shutdown and join the TPTE thus the NI. This has a lot of race potential. We should explicitly shutdown the TPTE/NI, then the RSMs, then join the TPTE/NI.
