Create new folder and SConscript for mongoqd in the enterprise repo. Create a new program "mongoqd" that is tagged with the components “mongoqd”, “serverless”, “serverless-test”, and “dist-test” (also tag mongod with "serverless" and "serverless-test" and mongo with "serverless-test"). Create a mongoqd_main library that for now just pulls in mongos_main, and create a mongoqd_main function that calls mongos_main directly.

After this ticket we should be able to build mongoqd and the serverless/serverless-test targets, but mongoqd will essentially act as mongos.
