Break up the cluster_commands lib into two - one lib that contains those commands that only exist in a sharded environment, and one with commands that should exist in a sharded and serverless environment. Currently mongoqd_main links in mongos_main, so this ticket will not actually change what commands exist on mongoqd, but sets us up to more easily separate mongoqd_main from mongos_main in the future.
