Add updater to telemetry sampling rate knob

      This will allow users to functionally change the sampling rate after startup. Right now, the knob value gets updated, but the telemetryRateLimiter does not actually have its sampling rate updated. 

       

      I did a cursory check to see if there was already a ticket for this and I couldn't find one. Can close this as a duplicate if I was mistaken.
