The compactStructuredEncryptionData command creates the ECOC collection after renaming it to a temporary namespace. Between the rename and the create, it is possible that another operation may create the ECOC collection, and so the compact command will fail with a NamespaceExists error when it tries to create the now-existing ECOC collection. This error should be ignored in compact.
