On the catalog shard: skip updating the fcv document in the run() member function for the SetFeatureCompatibilityVersionCommand class when not acting as the shard role.

This is to prevent the fcv document from being updated twice (once when the catalog shard is acting as the config server and again when it is acting as the shard)
