Increase unit test coverage of data size aware balancing policy

      While the old balancing policy was unit tested in balancer_policy.cpp, the new balancing policy is highly relying on integration tests.

      Purpose of this ticket is to increase unit test cases coverage for the current balancing policy. A lot of existing tests were only adapted under SERVER-66782, but the coverage is still partial.
