SERVER-74276 added passthroughs for jstests/sharding that set up the first shard as a catalog shard. Most tests passed, but ones that didn't and weren't immediately obvious to update were disabled from the suites via a "temporary_catalog_shard_incompatible" tag. We should investigate each tagged test and either permanently disable it with "catalog_shard_incompatible" if the test cannot work with a catalog shard (verifying we already have or don't need their coverage, or adding equivalent test coverage for a catalog shard), or update the test to work with a catalog shard and remove the tag.
