Add a hint that shutdown in progress in warning message in ReplSetGetStatus

      In the last help tickets assigned to me (HELP-43597 & HELP-43674), I have noticed a lot of confusion from our Cloud team about the messages we added here SERVER-61007 to block reading the stable checkpoint during shutdown, as this message got streamed to ftdc repeatedly:

      "ctx":"ftdc","msg":"Failed to get last stable recovery timestamp due to {error}","attr":{"error":"lock acquire timeout"}}
      

      So they seems to think that something is wrong with replication, so I think adding a hint message to indicate that this message is expected if shutdown is in progress will be meaningful here.
