[CQF] Heuristic CE for SargableNode should return child CE when there are no predicates to estimate

      CE for SargableNode returns 1.0 when there are no predicates to estimate. This could happen if all of the predicates in the SargableNode are perf-only. Instead, I think it should return the child's CE.
