To ensure that no concurrent DDL operations can occur on the ECOC namespace, the temporary ECOC namespace, and the ESC deletes namespace while cleanup is in progress, the cleanup coordinator must acquire additional locks for all three of these namespaces, similar to how the rename coordinator acquires an additional lock for the target namespace.
