As of SERVER-68262, a primary can abort an index build by looping back a voteAbortIndexBuild signal to itself. A subtle consequence is that – unlike before – the "abortIndexBuild" oplog entry is replicated asynchronously w.r.t. the index build thread. Refresh indexbg_killop_stepup.js accordingly.
