Until the daily_task_scanner is consistently not getting failures I will change it to alert to a test channel. Users often run patch builds from older commits so it takes a while for any changes we push to propagate to the daily task scanner because issues might arise that were already fixed.

Until we are consistently not getting alerts I will make this task pass even if there are alerts so we do not get BFs and send the alerts to a separate channel so it does not create noise for everyone.
