Remove obsolete code related to kTableChecksFileName from wiredtiger_util.cpp

      Given that SERVER-68925 reverted the table logging setting optimization at startup (introduced by SERVER-43664) in 6.0, no longer the old databases started with newer binary version will contain _wt_table_checks file in the dbpath. So, we should be safe to remove this obsolete code.

      We should either remove jstests/disk/wt_table_checks.js which was introduced during SERVER-43664 and or at least update the test to not use  _wt_table_checks.
