"wt" is a utility binary that is part of default WiredTiger and MongoDB builds, that can be used to dump/verify data files generated by the WiredTiger/MongoDB applications. When troubleshooting issues with data files from the field, a "wt" binary generated by a diagnostic build is desired in order to dump more verbose logs to help understand the issues. 

We should have the diagnostics build "wt" binary available for all released versions of WiredTiger and MongoDB, against the most used/supported platforms (e.g. Ubuntu, RHEL, AL2, Windows).
