      Currently when a test/format occurs, the failure page does not upload the CONFIG that failed with test/format. Evergreen supports the functionality to upload the artefact. This involves adding that functionality so that developers can just download the config from the evergreen page instead of parsing through the logs.

      Definition of Done
      When a test/format failure occurs it uploads the CONFIG file to evergreen artifacts page.
