This purpose of this ticket is to use the vcpkg manager to fetch the SDKs and assigning the CMAKE_TOOLCHAIN_FILE to point to the vcpkg cmake. We want to perform mainline testing ASAP, and the integration of the SDKs with the WT buildsystem is not fully complete yet. This ticket aims to have a fast method to at least have some mainline testing.

After the WT-10490 and WT-10491 is finished, we can then use the build system instead.
Definition of Done
A bash script created that fetches the both SDKs and new evergreen tasks to start testing the features.
