WiredTiger currently has a timeout in diagnostic builds waiting for eviction activity associated with a particular btree to finish before a checkpoint starts.

That timeout is set to 4 minutes (it usually takes less than a second for in-progress evictions to complete). There are some test configurations, for example TSAN that require longer than 4 minutes.

The goal of this ticket is to expose a new configuration option that allows users to configure the timeout
