reconfig02 test failing sometimes on PPC

      There have been several failiures of reconfig02. The first occurred here:
      http://build.wiredtiger.com:8080/job/wiredtiger-test-unit-ppc/27/

      All have been on the PPC. I cannot reproduce on AWS or my Mac.

      The failure message is:
