Change eviction so any eviction thread can find candidates

      The current design designates a special eviction server thread that is the only thread that can populate an eviction queue. That can cause eviction stalls if the eviction server thread ends up doing a long running operation and the queue isn't repopulated in a timely fashion.

      There is a lot of discussion about this change in WT-2544
