Switch Jenkins performance tests to tcmalloc

      The WiredTiger Jenkins wtperf performance tests currently use jemalloc. We should switch them to using TCMalloc.

      We should use a version of tcmalloc that is new enough to enable aggressive decommit in the default behavior (i.e: At least 4.3.0)
