Configure default in-memory dirty cache usage lower

      Configuring the in-memory option to WiredTiger currently causes the cache dirty target to be set to 100. That has the disadvantage that some allocators will potentially have a lot of fragmentation.

      We should configure a lower default dirty target for in-memory configurations, so that potential allocator fragmentation is limited.
