In adding a feature where we adjust the number of pre-allocated log files downward in WT-3756, I added new test code that did a lot of inserts, and then went idle. Knowing that the code in wt_log_server is supposed to try to pre-allocate once per second, I added a 3 second sleep to the test and then confirmed the number went down. The test failed.
