In WT-4457 the os_cache_dirty_pct API was added for log files. It is similar to os_cache_dirty_max for tables.
After reading documentation, I'm wondering if we should consider having them both behave like eviction_trigger and related configuration settings. That is:
1. If the value given is under <= 100 it is a percentage. Otherwise it is a byte count value of some kind.
2. Change the API names to be the same for both logging and tables.
