downgrade must ignore any non-durable timestamped values

      When downgrading from a timestamp release to a previous, non-timestamped release, we must ignore any values that don't include a 0-WT_TS_MAX timestamp, that is, items that were written but not durable for all time.

      This is safe (and correct), because downgrade implies a clean shutdown.
