The goal of WT_REC_SCRUB is to keep content in cache, but minimize how much work needs to be done to flush back dirty data moving forward.

In WT-5527, we choose to free the updates that have been moved to the data store and history store in scrub eviction. I think that should not result in any correctness issues but may lead to performance degradations. We need to investigate its behaviour and decide what to do.
