The newly added -R option to the format test program doesn't support setting options to wiredtiger_open, that is, the "-C" command line option and the "wiredtiger.config" CONFIG file option, are silently ignored.

This makes it difficult to do -R runs with any additional configuration, for example, adding "-C 'verbose=(log)'" on the command line won't work.
