Find better name for cppsuite namespace than test_harness

      The work in this ticket is to rename the top level namespace from test_harness to something else that is a bit shorter.

      Suggestions are:

      • wt_test_fw (preferred - fw for framework)
      • wt_test
      • wt_fw
      • test_fw

      This will result in the directory being renamed too (i.e test_framework), and some changes to header includes and the makefile.
