Some of our team members report unintentionally updating the test_coverage.md file by copy / pasting existing tests into their working directories for various reasons.

The new files tags then get captured by test_tag.py and the test_coverage.md file gets updated, which may get unintentionally committed.

We should update the script either only look at files in the test/suite directory or only look at files that exist in the source control file list.
