The CppSuite stress test for cursor bounds has been built but cannot be turned on until cursor->next() and cursor->prev() handle cursor bounds. In this ticket we should:

• Enable the test in evergreen.
• Turn on the relevant parts of it that deal with next and prev.
• Tune it to be stressful.
