Summary
Our format stress tests catch a lot of issues in WiredTiger but they are long running tests that take up to six hours to complete. We would like to add another group of format tests that run for less time, so we can get the results faster.

Acceptance Criteria (Definition of Done)

This ticket is complete when the evergreen YML is updated to include the additional format stress tests.

Suggested Solution
We will keep the existing 12 long running format tests in the the Ubuntu 20.04 Stress Tests distro and add additional tests that run for one hour each. We will initially start with one distro, as machine availability is a concern, and we can expand to more architectures if the additional testing proves valuable.

Ideally we could create six one-hour format tests for every six-hour test, but that would require 72 machines to run. We should discuss with luke.chen@mongodb.com what a reasonable number of machines would be.

We also should consider moving the stress test YML configuration to a file separate from evergreen.yml, if possible.
