 Description   

Allows us to delete $clusterTime and lsid logic from assemble_query, _mongoc_cmd_parts_assemble_mongos, and _mongoc_cmd_parts_assemble_mongod. Once done, remove the "#ifdef TODO_MOCK_SERVER_OP_MSG" guards in test-mongoc-cluster.c

It's easy to write bad mock server tests with OP_MSG, by passing a str
where a bson_t* is required.
