 Description   

We need to know our peer wire version before we can submit an RPC.
Also helpers like addUser need to know what the peer has.
New write commands will also need to know, so that we can fallback to old style if the server does not support them.

Fixed in 518457718fd84f6937e440edf4f5dba575bbb98c.

In the future, we will need to call _mongoc_client_warm_up() before we try to access the negotiated wire version.
