 Description   

The counter system is not currently portable to Win32. It will work (with a malloc() allocation), but it would be nice if we could access the memory from out of process.

We may reopen this in response to a specific request, but we haven't heard any interest from users.

Sounds like you want perf counters – there are a number of windows built-ins for performance monitoring. This is one: https://msdn.microsoft.com/en-us/library/windows/desktop/aa373083(v=vs.85).aspx
