 Description   

CDRIVER-1956 fixed the SSL handshake to be non-blocking for OpenSSL and Windows Secure Channel. We still need to do this for Secure Transport on macOS. At the very least we must investigate whether "connectTimeoutMS" is calculated correctly: it should be counted per-server, not for the entire multi-server handshake process, so long as handshakes are blocking.
