In the new C driver[1] this is configured using the MongoDB connection string. The new driver is a new API and ABI, but does support this feature.

I've implemented this and pushed to a separate branch called secondary. The addition of read preference changes the function signature of mongo_connect, so I'm not sure whether we want to commit this to master right away.
