Epic Link: C Driver in Evergreen

 Description

Evergreen fails a lot due to Mongo Orchestration issues, or evergreen system failure (like failed to clone source code, disk space, whatever).

These failures are test failures and shouldn't be marked as test failures.

Evergreen supports "tagging" commands as "system" and "test".
A failure from a system command results in a purple box, not red box as test failures do.
