Test TCMalloc on the Atlas fleet, and if criteria is met to upgrade, integrate TCMalloc into the MongoDB codebase.

Motivation

Some power users of MongoDB run into trouble with the current tcmalloc memory allocator, where it can either severely bottleneck performance or instances can run out of free heap memory due to inefficiencies in allocation strategy. The new version of tcmalloc is used internally by Google and has the potential to fix these issues as well as improve performance for all Linux users.
