 Description   

The CXX-986 regression test (which attempts to connect to the URI "mongodb://non-existent-host.invalid/") takes 10 seconds to run when my machine is configured to use Verizon DNS servers which resolve unknown hosts to valid IP addresses (the default on many home networks, sadly). Switching to Google DNS servers resolves the issue.

I just hit this again on an AT&T-provided connection at a train station cafe. Silly enough, the server it resolves to serves a page over HTTP which informs the user "Web Page Blocked. Access to this site is blocked at the direction of the venue providing this service as a courtesy to guests and customers."

Changing connectTimeoutMS for tests seems reasonable to me, as a longer-term fix.

Does the same issue occur with the more traditional example.com/net/org non-resolvable names?
