Message: CXX-1120 Update max staleness API

libmongoc 1.5.0-rc5 changes the max staleness API from integer milliseconds
to double seconds. This makes a corresponding change to the mongocxx
read preference class.

This should just be a matter of renaming and making sure we're passing it to libmongoc correctly.
