 Description   

Like we do for the legacy C++ driver, the C++11 driver should support autolib linking and ABI tags.

Since we aren't doing windows right now, this is not a priority.

Ticket split into CXX-2803, CXX-2804, and CXX-2805 to reflect the individual features described by this ticket: ABI tag in library filenames, ABI tag in symbol names, and auto-linking support on Windows.

I'm kicking this out to 3.1 since we aren't setting an ABI in 3.0.0. This is still important work, but it doesn't need to be in the 3.0.0 GA
