 Description   

The PHP Libraries, Frameworks, and Tools page definitely needs an overhaul, as it has become filled with quite a bit of spam over the years and would also benefit by being restructured to show which libraries support the new and legacy extensions.

Message: PHPLIB-253: Clean up list of third-party PHP libraries

Remove links to unmaintained or inactive projects and generic frameworks. Any preserved projects are now grouped as either stand-alone libraries or framework integrations.
